Has it had a lot of water pooled in it or maybe it is just somewhat old.
Be very careful there is a lot of tension on the arm.

Pin the opposite awning spring with a cotter pin.
12 turns 19 ft up 13 turns.
Facing the awning the arm on the left has the rewind spring.
With great ease turn the arm counter clock wise.
